The Paper, written in 2007 by two researchers of the Land Administration Faculty of the Hanoi University, provides a historic overview of the progress and shortcomings in respect to Land Administration in Vietnam.

The Paper aims at providing an analysis of various aspects of the land administration system of Vietnam since DOI MOI (Reform) until now when a process of industrialization and modernisation is being launched. The analysis offers a vision of the direct impacts from the administration system on poverty reduction, as well as an insight into some of the system's disadvantages that have contributed to corruption on the path to poverty reduction.
