The Sphere standards were first developed in 1997 by a group of humanitarian NGOs and the Red Cross and Red Crescent movement, who framed a Humanitarian Charter and identified Minimum Standards to be attained in disaster assistance, in five key sectors (water supply and sanitation, nutrition, food aid, shelter and health services).
This section of the website deals specifically with minimum standards for Water Supply, Sanitation and Hygiene Promotion. People with disabilities are considered in the Water and Sanitation Initial Needs Assessment Checklist.
The sphere standards are a good advocacy tool to prompt mainstream organisations to include people with disabilities, but more detailed instructions on inclusion, are available from other sources.
