This report was produced by Handicap International after a seminar exploring access to mainstream and rehabilitation services was held in Amman, Jordon in 2009. It explores the broad concepts regarding service delivery and delves into the challenges and possibilities for services. This report suggests the disability sector requires greater understanding of health systems in order to achieve greater access to rehabilitation service.

The report brings together a range of issues and options for the ongoing challenge of building accessible and sustainable services for peoples with disabilities. It contains three parts, the first exploring key concepts regarding access to services, part two covering the particular challenges faced in conflict or emergency situations and the third includes case studies and outlines a systems approach to service development. This resource is useful for those involved in designing and managing rehabilitation services in developing countries.
