The ‘Guidelines for cognitive and pilot testing of disability questions’ are a practical tool which document the experience of the UN Development Account project ‘Improvement of Disability Measurement and Statistics in Support of the Biwako Millennium Framework and Regional Census Programme’ in a way that it can be replicated by countries willing to embark on collecting accurate disability statistics. The guidelines describe the process required to improve the development of questionnaires through cognitive and field testing. This publication is intended for National Statistical Offices and other stakeholders wanting to learn from the project’s experience and wanting to apply the methodology for developing good questions in this and other fields.
