This document provides a Terms of Reference (TOR) from the Cairns Compact in order to consolidate development partner reporting. The Forum Secretariat therefore wishes to engage a consultant to prepare a consolidated report containing an assessment of development partner reporting and to contribute to the overall report to Leaders on development coordination and effectiveness in the region.
