Development Expertise Center (DEC) is operating in three regional states of Ethiopia (Afar, Amhara and Oromiya) and Addis Ababa city administration. In the operation areas, its targets are the highly marginalized groups of the society such as poorest of the poor disadvantaged women and their children, pastoralist children and vulnerable unemployed youths.
 
DEC focused on these groups with an overall goal of making positive contribution to the achievement of Millennium Development Goals (MDGs) in Ethiopia. Under this overall goal, it has three specific objectives, which include:

- Capacitating strategic partners on holistic issues that support their programs in the three regions (Oromiya, Amhara and Afar);
- Strengthening the process indicators of quality education in Amhara and Oromiya regional states through basic education quality improvement program and
- Enabling the poor women and youths create self employment and improve their livelihood.
