Seven fragile states were consulted between November 2009 and March 2010 in order to inform the International Dialogue on Peace Building and Statebuilding held in Dili on 9-10 April 2010. The consultations helped articulate the various dimensions of peacebuilding and statebuilding (PBSB) recognizing that different contexts present different PBSB scenarios.
This Report of the seven fragile state consultations provided a factual reference for the International Dialogue on Peace Building and Statebuilding (PBSB) held in Dili on 9-10 April 2010. It recognized that different contexts present different PBSB scenarios. It sensed an emerging consensus on PBSB priorities such as: stopping violent conflict through strengthening basic safety and security; and improved financial and natural resource management. Many challenges to the PBSB process were identified including donor practices not fully aligned with PBSB priorities, and a narrow concept of capacity development. The Report gave examples of good PBSB practices - support for Security Sector Reform being one.
