This study explores the relative merits of construction of rural roads by government agencies and private contractors in India. It looks at how they compare in terms of quality of construction, costs and observance of labour standards to ensure vulnerable groups are not being exploited.

A number of recommendations are made relating to improving the efficiency of construction and ensuring fair terms and conditions for contracted parties.
