"Reaching the Peak" reviews the contrasting experiences between the Solomon Islands and Papua New Guinea in attempting to establish a peak body for civil society and non government organisations (NGOs).
The paper explores key factors including program design, delivery, strengths of local NGO leadership and local socio-political contexts, and shows the complexity of the NGO sector in Melanesian societies.
