Drivers of fragility: what makes states fragile? (pdf 286kb)
While acknowledging that each instance of state fragility is unique, this working paper identifies common themes that can be used to inform better responses. It proposes that weak institutions are the central driver of state fragility. Other influencing factors include economic development, violent conflict, natural resources, external shocks and the international system.
