Sector Wide Approaches

Sector wide approaches, accountability and CIDA - issues and recommendations (pdf 128kb)

This paper describes and analyses accountability issues arising in SWAps, and recommends responses by CIDA to those issues.

The shift from project-based delivery of development assistance to SWAps has implications for the accountability relationships between all of the involved parties. This paper examines the challenges of accountability with respect to three of these relationships:

- Accountability between the donor agency and its own government and public
- Accountability between the donor agency and the developing country government
- Accountability between the developing country government and its citizens.
