Most East Asia and Pacific countries are undertaking a process of reforming their infrastructure industries. This report presents the results of the survey of East Asia and Pacific regulators. It discusses lessons learned in involving consumers in the process of regulatory reform.Topics covered include:
- institutional requirements for effective consumer participation
- performing regulatory functions vis-à-vis consumers
- contracting out regulatory functions, and
- involving the poor in the regulatory process.
