Australian Development Gateway

The Australian Development Gateway (ADG) strives to support members of the development community in their efforts to reduce poverty and enhance sustainable development in the Asia Pacific region. The site has been created with participation from members of government, private, academia and non-government organisations. User feedback mechanisms have been incorporated to guide future directions of the site. The site is optimised for low bandwidth access to enable the widest participation throughout the Asia Pacific region.

Expanding labour-based methods for road works (pdf 13kb)

This brief paper explores the concept of expanding labour-based methods in road works, as a means to generating rural employment in a cost-effective manner. It presents a framework for selecting appropriate delivery mechanisms, in response to a country's particular conditions, when considering labour-based methods.

The report argues that the relative cost of labour-based compared with equipment-based methods depends on three factors:

- The wage level for unskilled labor
- The supply of equipment and spare parts
- Type, design and packaging of works
