Expanding labour-based methods for road works (pdf 13kb)
This brief paper explores the concept of expanding labour-based methods in road works, as a means to generating rural employment in a cost-effective manner. It presents a framework for selecting appropriate delivery mechanisms, in response to a country's particular conditions, when considering labour-based methods.The report argues that the relative cost of labour-based compared with equipment-based methods depends on three factors:
- The wage level for unskilled labor
- The supply of equipment and spare parts
