Monitoring and evaluation of capacity and capacity development (pdf 767kb)

This paper examines the monitoring and evaluation (M&E) of capacity development in developing countries. It distils key conclusions and issues raised by a number of case studies.  Issues covered include:

- the uneven level of attention paid to M&E
- the variety of approaches to M&E
- problems surrounding follow up by development agencies, and
- encouraging insights derived from innovative approaches to M&E for capacity and capacity development.

Two broad schools of thought are identified and examined, those who have pursued results based management approaches and those who advocate systems thinking-based approaches.
