Bougainville and the discovery of slowness: an unhurried approach to state-building in the Pacific (pdf 387kb)
This paper provides a case study in Papua New Guinea of Bougainville's approach to conflict resolution and state building.
It documents how indigenous customary methods of conflict transformation have contributed significantly to the success of peace-building. Furthermore, it looks at how Bouganville has combined traditional and modern institutions in the process of state-building.
It is argued that this approach has helped provide a sound framework for ensuring long-term peace and non-violent resolution of conflicts.
