Provincial business environment scorecard in Cambodia (pdf 1.1mb)
The private sector is the greatest source of employment in the Cambodian economy, accounting for 92% of total jobs, and therefore a key factor in reducing poverty in Cambodia.This Provincial Business Environment Scorecard (PBES) study attempts to understand the interactions between the private sector, and governance and regulatory institutions at the provincial level in Cambodia.
The objective of the study was to identify the provinces that have excelled at various aspects of provincial governance and communicate the successful practices to other provinces in Cambodia.
This study provides a thorough diagnosis of the comparative economic governance of 10 provinces according to a selected number of basic criteria, including:
- Business registration and licensing
- Property rights
- Transparency and access to information
- Time costs of regulatory compliance
- Tax
- Pro-activity of provincial leadership
- Dispute resolution
The study was undertaken by International Finance Corporation's Mekong Private Sector Development Facility (IFC-MPDF) and The Asia Foundation, with funding support from AusAID.
