This paper identifies soft system methodology (SSM) as one way to overcome the complexity associated with developing monitoring and evaluation information systems (MEIS).The paper describes how SSM can be applied in MEIS development by assessing its use within the Philippines - Australia Community Assistance Program (PACAP), an AusAID funded program. Main themes explored are: monitoring, evaluation, soft systems methodology and community development.
