The development of a national system of vocational qualifications
This discussion paper examines various aspects of development of national technical and vocational qualifications and provides
guidance for countries aiming to set up or reform their qualifications systems. The paper draws on lessons learned from extensive reform of the vocational qualifications system that was initiated in Scotland in the mid 1980s.
