Resourcing for quality - adult literacy learning (pdf 79kb)

This submission paper discusses the direction and resources needed to reach the target of the 2000 World Education Forum to reduce adult illiteracy.

This paper aims to set out some parameters on the discourse on the quality-resourcing relationship in adult learning and discusses the following issues:

What do we mean by 'adequate' resources?
Are there any norms or benchmarks which can be applied to every adult literacy learning programme?
How can we persuade governments and other agencies that ALLPs need adequate resources in order to deliver?
What resources are needed and in what quantity and quality?
How can we convince those who command such resources to release enough of them for adult literacy learning?
