Regulating the quality of cross-border education: UNESCO-APQN toolkit (pdf 1.5mb)

This toolkit is intended to act as an aid in regulating quality assurance for countries that are involved in providing and receiving cross-border education. It discusses a range of key issues and some approaches that have been used to address them.

A collaborative project of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Asia-Pacific Quality Network (APQN), the toolkit at present tends to focus on government and policy makers. Over time, it is intended that the toolkit will continue to develop and evolve to cover additional areas.

The contents of the toolkit include the following:

- an outline of UNESCO/OECD guidelines
- aspects/issues of cross-border education
- regularatory frameworks for both receiver and provider countries
- several case studies of world wide regulatory framework examples
