Strategies for an expanded and comprehensive response to a national HIV/AIDS epidemic (pdf 920kb)

This handbook is for designing and implementing AIDS programs. It builds on global thinking and ways to make an impact on the epidemic based on two decades of HIV/AIDS work around the world. The handbook also offers specific operational and technical strategies for developing an expanded and comprehensive response(ECR) to HIV/AIDS.

Contributors to this resource include experts in HIV/AIDS prevention, care and support, strategic planning, operational issues, capacity development, resource allocation, and monitoring and evaluation. The Handbook is divided into eight modules, each with essential information for implementing ECR:

1. Strategic planning
2. Technical strategies
3. Operationalising ECR
4. NGO Involvement
5. Human capacity development
6. Costing and use of resources
7. Managing the supply of drugs and commodities
8. Measuring for impact
