Measuring corruption
This OPM briefing note reviews the growing body of literature on empirical data on corruption. It concludes that the most widely quoted comparative indices of corruption provide little guidance for the design or evaluation of anti-corruption policies.The OPM study finds that the most solid evidence base on the direct costs of corruption probably relates to detailed forensic studies of particular frauds, institutions or sectors. Information from household and firm behaviour surveys provides a basis for scaling up and making wider estimates at the international level. At the moment, this information is relatively fragmented. High quality standardised data is only available for a handful of countries.
