Making fiscal space happen: managing fiscal policy in a world of scaled-up aid (pdf 565kb)

The authors discuss problems associated with the construction of fiscal policy frameworks which can cope with the absorption of additional aid while still catering for the long-term requirements for government expenditure programs and finances. The possible need for institutional changes to cope with the implementation of a higher level of aid-financed spending programs is also investigated.
