Australian Development Gateway

The Australian Development Gateway (ADG) strives to support members of the development community in their efforts to reduce poverty and enhance sustainable development in the Asia Pacific region. The site has been created with participation from members of government, private, academia and non-government organisations. User feedback mechanisms have been incorporated to guide future directions of the site. The site is optimised for low bandwidth access to enable the widest participation throughout the Asia Pacific region.

Technical assistance and capacity building: Timor-Leste (pdf 133kb)

The Australia-East Timor Capacity Building Facility (CBF), funded by AusAID, ran from 2002-2006 and offered a flexible facility to provide technical assistance (TA) to a range of ministries and departments in East Timor.

This AusAID paper draws on an evaluation of the facility, which explored the effectiveness of technical assistance as a form of development assistance.  The paper discusses a number of issues including:

- long term vs short term technical assistance
- the role of technical assistance
- building on existing capacity
- the importance of conflict analysis
- coordinating technical assistance
