Decentralisation in education: national policies and practices (pdf 510kb)
This publication summarises the deliberations of international seminars organised by UNESCO on the topic of education decentralisation. It aims to document and share the national experiences and practices on education decentralisation, and their contribution towards the achievement of Education for All (EFA) goals.Lessons highlighted include:
- the decentralisation process calls for consensus building among all the stakeholders in civil society
- decentralisation policies should be tools of social participation which foster individual development and the development of society rather than the exclusive claims and interests of the market model
- decentralisation policies also require national capacity building, with decision-makers at all levels trained for their new roles, functions and responsibilities
- decentralisation may lead to poorer operations and practices at local level - the implementation of good monitoring structures and procedures and increased responsibility may help reduce these effects
