Using social transfers to scale up equitable access to education and health services (pdf 265kb)
This paper describes social transfers and their relevance to scaling up health and education services and outcomes for the extreme poor. Social transfers are regular and predictable grants, in cash or kind, which are provided to vulnerable households or individuals to ensure a minimum level of well-being.These include:
- Evidence on the effectiveness and cost-effectiveness of social transfers in relation to health and education access and outcomes.
- Sets out country ownership and aid instrument issues.
- Opportunities that scaled up resources have for social transfers in the pursuit of equitable human development goals.
- Concludes by identifying the gaps which still need to be addressed.
