Integrating environmental values into resource allocation (pdf 444kb)
This paper looks at approaches used by Mekong River Commission (MRC) programs to integrate environmental values into water resources planning and management in two ways:- Hydrological models to predict the impacts of different water allocation options
- Environmental inventory and analysis to assess the consequences of these impacts
Under the auspices of the Mekong River Commission (MRC), four Mekong countries - Thailand, Laos, Cambodia and Vietnam - work together to negotiate rules to ensure that water is allocated in an equitable and sustainable manner, and concerns for environmental protection and development are adequately balanced.
Determining how to balance these concerns requires stakeholders to consider and weigh up the relative value of hydrological, environmental, social and economic consequences of different water allocation approaches.
