This document outlines the key issues to be faced when designing environmental fiscal reform (EFR). It aims to provide insights and good practice on how development agencies can help developing countries take advantage of EFR approaches in their development and poverty reduction strategies.It also explores the implications of these issues for particular sectors in developing countries, including forestry, fisheries, fossil fuel, electricity, drinking water and industrial pollution control.
