Australian Development Gateway

The Australian Development Gateway (ADG) strives to support members of the development community in their efforts to reduce poverty and enhance sustainable development in the Asia Pacific region. The site has been created with participation from members of government, private, academia and non-government organisations. User feedback mechanisms have been incorporated to guide future directions of the site. The site is optimised for low bandwidth access to enable the widest participation throughout the Asia Pacific region.

Environmental fiscal reform for poverty reduction (pdf 1.86mb)

This document outlines the key issues to be faced when designing environmental fiscal reform (EFR). It aims to provide insights and good practice on how development agencies can help developing countries take advantage of EFR approaches in their development and poverty reduction strategies.

It also explores the implications of these issues for particular sectors in developing countries, including forestry, fisheries, fossil fuel, electricity, drinking water and industrial pollution control.

The following is addressed:
- Reviews the instruments of EFR and related technical issues
- Examines the political economy and governance aspects of EFR at each step of the policy cycle, the challenges faced and the main stakeholders involved
- The role of donors in supporting EFR processes
