What role for Ministries of Agriculture in the 21st century? (pdf 90kb)

This brief explores three potential models for the role of Ministries of Agriculture in the context of modern-day agricultural systems.

The three models include:
- Strong ministries with high degrees of control and intervention
- Minimalist ministries that limit their roles to regulation and oversight
- Ministries with a facilitation and coordination role, balancing effective markets with public welfare and poverty reduction

This brief discusses the implications of each model, as well as some key challenges for the donor community in reforming Ministries of Agriculture in developing countries.
