Policy coherence in development: case study of East Asia (700kb)

This JBIC paper conducted case studies in Thailand, China and Vietnam to examine policy coherence in development.

The case studies included are:
- Eastern Seaboard of Thailand
- Dalian in China
- Northern Vietnam

The studies examine whether policy coherence in development was achieved as a result of the following:
1) Government-formulated policies addressing market failures emerging through the process of industrial agglomerations and
2) Japan's support of such efforts with aid, trade, and overseas investment policies.

For each of the case studies, this paper briefs the development of industrial agglomerations and reviews market failures occurring in the process.  It also looks at policy drivers pursued by the developing countries in response to the failures, and the corresponding Japanese assistance.
