Teaching health workers to fish
In river basins around the world, formal agreements based on international watercourse law are seen as important mechanisms for promoting sustainability and cooperation.This paper investigates the interplay between local and international levels regarding formal agreements based on international watercourse law, drawing on a case study from the Mekong lowlands, a common pool resource upon which millions of people depend for their livelihoods.
"Other donors just give us fish, but you are teaching us how to fish." A South-East Asian national government immunisation manager paid this compliment to Australian project staff. This article presents an evolving model based on this approach, for training and education in resource-poor settings.
