Trade in health services in the ASEAN region (pdf 310kb)

Promoting quality health services to large population segments is a key ingredient to human and economic development. At its core, healthcare policymaking involves complex trade-offs between promoting equitable and affordable access to a basic set of health services, creating incentives for efficiencies in the healthcare system, and managing constraints in government budgets.

This paper discusses trade policy in health services for the ASEAN region. It looks at the state of health care, patterns of trade and barriers to trade. It also identifies policy measures that could further harness the benefits from trade in health services.

The paper addresses the following:
- The state of healthcare in the ASEAN region
- Current trade patterns in the ASEAN region
- Existing trade barriers
- The gains and pitfalls from trade in health services
- Policy implications
