Decentralisation in Asian health sectors: friend or foe? (pdf 125kb)
This policy brief examines whether or not healthcare decentralisation in Asia has been successful.The brief highlights several lessons learned from the decentralisation programs from China, Indonesia, India, and the Philippines, including:
- Improving the healthcare financing system towards more pre-payment and less Out-Of-Pocket (OOP) payments.
- Giving local governments incentives to invest in health leads to better outputs and outcomes.
- Decentralisation is a long-term process - it is imperative to set up a high quality data collection system along with an evaluation culture.
