Health systems in transition: learning from experience
In all countries, one of the greatest challenges facing those undertaking health system reform is how to develop an overall "health system perspective". In practice, policy-makers tend to focus their attention on individual initiatives that all too often are perceived as "magic bullets" that will cure all of the health sector's ills. We take instead the position that the need is for a better understanding of the intricacies and complexities of health systems as a whole, and the nature of the interrelationships between their different elements.This publication aims to provide such a perspective, offering an integrated framework that encompasses main health system reforms in the countries of central and eastern Europe (CEE).
