Overview of devolution of health services in the Philippines (pdf 330kb)
This article reviews the impact of the devolution of the health system in the Philippines, as part of a wave of devolution of national government services throughout the 1990s.The article discusses the background and reasons for the devolution of the Philippines health system; reviews international literature on decentralisation and addresses the state of health management systems in selected provinces before and after devolution. The article finds that initial impacts of decentralisation have been negative, with the need for further effort to make these reforms work.
