NGO provision of basic education: alternative or complementary service delivery to support access to the excluded? (470kb)
This paper examines the role of non-government organisations (NGOs) in reaching primary school aged children excluded from any access to the conventional state education system.It reviews the alternative forms of service delivery that have developed to adapt to the needs of specific forms of exclusion, primarily through provision of local and national NGOs supported by international NGOs and donor agencies.
Recommendations include that analysis of educational access should pay greater attention to diverse forms of access - both in terms of who provides and what is provided.
