Emerging practices in policy-based lending (pdf 205kb)
This article discusses whether ADB program lending, highlights good practices and if the policy needs to be improved. It provides a brief background of the emerging trend of policy-based lending and gives an insight into the findings of the Special Evaluation Study, undertaken in 2007.It provides recommendations aimed at improving the ADB's program lending performance which include:
- Making sure the link between the intended outcome of a program loan and the use of associated funds is clear
- Clarifying operational guidance on program lending to encourage country ownership and alignment with partners strategies in line with the Paris Declaration on Aid Effectiveness
- Continuing to strengthen understanding of the results chain in program lending
