ADB and public resource management in India (pdf 210kb)
This ADB article reviews program lending to India's public sector since 1996. It presents a number of findings from a review undertaken in 2007.The study identified seven lessons in relation to public sector lending. These include:
- Effective political economy analysis will improve reform design
- While there is no blueprint, there is a sequence to reforms
- Coherent application of design tools is needed to achieve development results
- Developing 'soft' capacities is necessary to sustain reforms
- Reform actions supporting anti-corruption efforts should be explicitly identified
- Clarity in the respective roles of ADB staff in resident mission and headquarters in sustaining policy dialogue during implementation will improve effectiveness
- Mechanisms are required to monitor the concerns of ADB's Board of Directors
The article also indicates that ADB's support to public sector reforms can be informed by good practice standards.
