How do cities work & why is transport so significant? Regional sustainability & the search for new evaluation tools (pdf 1mb)
This paper looks at the sustainability of transport infrastructure and systems in the context of cities, with a particular focus on problems arising from current methods of evaluating the cost-benefit of transport initiatives.It is divided into two parts:
- Part 1 describes the working processes of urban systems and reviews the role played by time in the operation of transport systems
- Part 2 examines the way that time is currently considered in cost-benefit analysis methods
Also provided, are some suggestions on alternate ways of planning and implementing transport initiatives to ensure their performance better matches design expectations.
