Information literacy in national ICT policies (pdf 420kb)
This white paper, prepared for UNESCO, the US National Commission on Libraries and Information Science, and the National Forum on information Literacy, for use at the Information Literacy Meeting of Experts, Prague, 2002, argues for a focus on developing an information culture founded on existing culture in communities on the basis that functional e-literacy is inadequate to bridge the digital divide.This article differentiates between functional e-literacy and an information culture and argues that the focus of policy must shift from the former to the latter.
