Upscaling pro-poor ICT policies and practices (pdf 2mb)
ICTs hold significant potential to make a difference in reducing poverty and reaching the Millennium Development Goals (MDGs). However, the level of implementation of pro-poor ICT initiatives has been modest to date.This paper examines the issues surrounding the scaling up of pro-poor ICT initiatives, including:
- Key barriers that impede the implementation of declarations on ICT for development
- How successful pilot projects can be multiplied, upscaled and replicated
The study contributes to a multi-dimensional poverty reduction agenda for the implementation of the World Summit on the Information Society (WSIS) Principles and Action Plan.
