This paper considers some of the inherent limitations of knowledge management approaches designed to share knowledge within organisations. It highlights the duplication problem across agencies and the tendency to create "knowledge fortresses", which have the effect of restricting the flow of knowledge into and out of the organisation.- Resource link:
