This backgrounder for the InfoDev Annual Symposium (2003), commissioned by the State Secretariat for Economic Affairs (SECO) of the Swiss Government, presents a framework for thinking and a guide to further analysis and future projects.Starting from the assumption that ICT is a means and not an end, it focuses on how to use ICT as a development tool for improving the performance of markets and institutions, the livelihoods of poor people, and the capacities of individuals and governments.
