This study describes the rapid growth of user-created content and its increasing role in worldwide communication.It also draws out the implications of these emerging tools and technologies for policy, and aims to address questions such as:

- What are the extent and form of social, cultural and economic opportunities and impacts?
- What are the associated challenges?
