Checkpoint 9: What performance measurement, monitoring and evaluation processes are in place?

Monitoring performance and evaluating is essential to show how well the project's objectives are being achieved. It is the way to learn from experience.

Monitoring and evaluation requires the participation of stakeholders and beneficiaries to get their feedback on whether the project is achieving what it claims to be.

Evaluation results also need to be made available in a variety of formats for different target audiences.

A good example of a thorough evaluation of an ICT-led project has been carried out by the Centre for Electronic Governance, Indian Institute of Management, Ahmedabad, India. The evaluation is on Gyandoot, an intranet-based Government to Citizen (G2C) service delivery portal in Madhya Pradesh. For more details, download the evaluation report [pdf 196K].
