A digital inclusion advocacy toolkit: bridging the digital divide by winning community benefits in municipal broadband projects (pdf 860kb)

This toolkit provides guidance on how to improve digital inclusion in areas where local governments are exploring broadband or high-speed internet initiatives.

Contents of the toolkit include:
- Why do people need digital inclusion?
- What do people want in digital inclusion programs?
- How can people get what they want in digital inclusion programs?

Drawing on lessons from similar initiatives in the US, the toolkit also provides advice and strategies on how obstacles to high-speed internet access can be overcome.
