The implications of carbon financing for pro-poor community forestry (pdf 720kb)

This paper explores the implications of new financing mechanisms, carbon markets and increased investment for community forestry.

It aims to assist people working on the design of carbon financing mechanisms to draw on the experience of community forestry in structuring appropriate benefit systems.

Issues addressed include:
- What are carbon investors looking for?
- Can carbon and poverty objectives be combined?
- Clarity over ownership and rights
- The right to commercial benefit: carbon as a private or a public good?
- Benefit-sharing mechanisms: targeting the poorest
- The role of intermediaries
- Addressing transaction costs
- Matching institutions to changing forest values
