Private sector lessons for public sector reform in Indonesia (pdf 130kb)
Corruption and inefficiencies in the Indonesian public service are some of the key challenges facing policy-makers in the post-Soeharto governments. Economists have recognised that to increase development and progress in Indonesia, there are lessons that can be learnt from private enterprise management processes to improve the performance of the public sector.This paper argues that the key to public sector reform in Indonesia is the adoption of human resource management practices similar to those that can be observed in successful, large business enterprises - namely, creating an environment of open and fair competition for all positions within the organisation.
