This paper addresses the need to bridge the gap between gender equality advocates in the information and communication technology (ICT) or 'information society' arena and those who have worked on critical global governance issues other than on ICTs.It locates development and gender in the rapidly changing global context, which in some fundamental ways is linked to new technologies.
