A human rights approach to development programming in UNDP (pdf 205kb)
This paper addresses the normative and operational aspects of a human rights-based approach to development programming and attempts to deal with the why, what and how.It looks at the human rights-based approach which constitutes for United Nations Development Programme (UNDP) a holistic framework methodology with the potential to enrich operational strategies in key focus areas. It brings in legal tools and institutions - laws, the judiciary and the rule of law principle - as a means to secure freedoms and human development.
The paper also shows that UNDP's programming process offers ample opportunities for the application of a human rights-based approach to development programming.
